Can someone explain the McCain statement made during his Columbus Ohio speech on Thursday

"I think it's dangerous  for the future of America to set a date for withdrawal" ....

"We are succeeding in Iraq.  We will have succeeded further in Iraq in 2013."

Will we have won? 
Will the troops get to come home?
Did he just set a date?

Perhaps I can help.

He said "we should have most of the troops out of Iraq by 2013".

I don't think he mentioned "withdrawal".

What McCain said, if you listen to the who text, was very clear.

McCain THINKS we'll have have the situation "won" by 2013, but McCain refuses to offer up an artifical timetable that will only enbolden the enemy.

What's not clear about this?

I just thought the sentence above was kinda funny.
- Something more like the current Bush would say - than what the next Bush would say.
- Thats all

And I wonder how all this fits with the current Bush's unilateral negotiations to continue the occupation after this year.  The negotiations that are not a treaty and that the next Bush won't get to ratify. 

And I wonder where the troops are gonna come from. 

Can't wait till that comes up in a debate...
