Pension and social security

Help! No one at the SSA can answer this question, and it's hard to plan for the future without knowing the answer.

Here's the situation: I will get a government pension from my employer, who is a local county government. Social security has never been deducted from my wages fom the county. My wife is the beneficiary of my pension, and she will receive it for her lifetime after my death.

 My wife is a federal government employee. She has always paid social security on her federal wages.

Question: Will my wife's social security benefit, on her own account, be reduced because she is getting my pension, mindful that I haven't paid social secrity taxes on those wages?

My wife and I are sweating bullets over this one, because we need all of the retirement income we can muster.

I looked through my SS Handbook (from Nolo Press) and it says nothing about your situation....only the 'windfall' provision that limits your SS benefit if you were eligibile for a Govt Pension while not having paid SS tax yet having earned 40 quarters from another job.

So I would say that she is eligible for a % of your pension (if she didn't reject the joint survivor option when you began your govt pension).  But what other income she may receive is really not relevant. Her SS retirement benefit would only be limited if HER employer did not withhold SS tax.

But if this still concerns you, another option would be for her not to take the joint survivor benefit assuming she hasn't already....then use the increase in your monthly benefit to buy a Universal-A Life Insurance policy on you, naming her as the beneficiary. Depending on your age and health, this could provide her with enough of a lump sum to replace a portion of your pension benefit should you die before her. And if you don't, then you can accrue cash value in the policy. Ok, not very efficiently, but at least it could replace some of your income.

Thanks for your answer. I haven't been able to find anything on this issue, and the SSA folks are clueless.
