By what divine right does the Police Chief or the city administration determine that the general populace of Washington DC is to ignorant to learn how to use any particular type of weapon that is legal under federal law? The correct answer is they are not qualified to make such a judgement in DC or any where else for that matter. Since the DC government requires registration they might also require gun owners take a gun safety course for a first time purcahse but beyond that the DC government might better spend their time and resources on more effective policing and incarceration.
