Given the influence of the defense lobby, it is almost a certainty that the $3.4B (plus overruns) will be spent no matter if they are installed anywhere. I do not believe that any of the Presidential candidates will get in the way of this funding.

Perhaps they can be used to protect Guam. ;-)
