China gains the drilling technology, Brazil gains the drilling material cheap, Brazil, China & India get the oil..  So Brazil wins, China wins, India so-so

China has the ability to move quickly, so I think if they want operational wells off cuba in less than 5 yrs, it will happen.

This also, indicates Russia oil for China is only needed in the next 5-7 yrs or until they have their own wells running, or Brazil wells...
