I had this problem too.  I just re-installed the wizard software afterwhich it worked like a charm.  I think they upgraded the software (newer version), so the new data sets don't work on the older version.  (I did not need to uninstall the old version).  Try that...

Go to treasurydirect.gov and search for "bond wizard".
