It's very difficult to find a decent global small cap fund.  Most of the ones that exist are just garbage, with high turnover, high expenses, usually growth weighted.  There is very little to inspire confidence in the managers of these funds. 

Unfortunately, the best option for a go anywhere, global portfolio is either to:

1) Invest in funds that have the ability to invest in small caps (ie, not DODWX, but rather OAKGX, PGVFX and so on) and accept that your smaller cap exposure may be slightly underweight. 

2) Buy a foreign and domestic small cap and weight them about 50/50 for small part of your portfolio. 

This is an issue I have grappled with for some time, and have not succeeded in coming up with a better solution than those two.
