YES - George Bush has been a wonder for the short-term profits of major US and foreign-owned corporations. He has used his political capital and executive authority to pass many laws/regulations on behalf of these corporations. He has used his political capital and executive authority to burden future taxpayers with the consequences/costs.
He has been a corporate lobbyist's dream President.
Of course there have been a few corporations such as GM that did not realize that the party was not going to last forever and they have been caught in a poor position. However, the compensation for executives at Haliburton, Enron, Blackwater, Exxon Mobile, ... etc has more than made up for these notable failures. (We can probably assume that the executives at GM will do fairly well in any case.)
