The problem with saying "screw the bejeezus out of the rich people" is that if you go too far, they'll leave the country.  Wouldn't you?  (France has found this out, with some two million expats.)  And then who will pay all the taxes?  Yup, then the burden falls on the not-quite-as-rich.
