Far more effective IMO would be the cancellation of current subsidies for oil and gas drilling and exploration and their replacement by subsidies directed exclusively toward energy companies which increase refinery capacity and/or do groundbreaking research into alternative energy technology and engage in infrastructure construction which will bring alternative energy power generation on line.

Couldn't agree more. Why do they need subsidies?

Economically viable alternatives do not need subsidies. Subsidies hurt the American people in that they have to pay more than they otherwise would. If an "alternative" cannot stand on its own merits, it shouldn't be done.
