As the article states (and I agree), this issue may become a major political issue of the coming campaign. And, while the impact will take a while to implement and be felt, it is achievable much sooner than any alternate energy solution. If approved, if may also have an immediate affect on energy prices - and, of course, our market's prospects.
As for retesting the March lows, if nothing is done with the prices of energy and the strength of the dollar, I would expect we will retest those March prices - and probably go lower. (Some have even speculated about a Dow 9000, and an S&P approaching 1000).
