Try working with the Value Line Arithmatic Index. I beleive it is equally wighted, has been around since the 80's, and can be found on Yahoo Finance as ^VAY. Use the yahoo chart tool, choose max, and roll your mouse over the time line. Read any beginning and ending point your want.
