I believe Regal 56 accurately answered your questions about the Annual August Ten Dollar Per Mutual Fund Fee for any fund in an IRA that is under $5000.00, with the $50,000.00/$100,000.00 exceptions. Unless, that has changed recently.
You do have the option to send TRP a check, or it will just be deducted around the second week in August. They have a form you can download from the website. It's called the " IRA and ESA Fee Prepayment Form ".

I believe that fiduciary fee is only charged to IRA and ESA accounts. TRP has not charged me any fees for being in PRFHX, Tax-Free High-Yield, and under $5000.00. However, I am using their Automatic Asset Builder which allows them to waive their minimum initial investment amounts, and I believe any fees. Click on the "I want to establish systematic mutual fund investing" in the below link.
