Traditional RA/GSRA -Advice

My employer's( a public school system) 403b program allows only investment in the traditional GSRA vehicle.Given the 75 basis point spread between the RA & GSRA has been a norm for sometime now, I'm looking for a way to get into the RA.(My contributions to the GSRA I currently allocate as the fixed income portion of my portfolio).I've tried to explore the following options:1) Under employer's Roth 457 the GSRA is only offered.2) I called a phone rep & asked if the RA would be offered via an IRA, likewise a negative response.3) I called the TIAA-CREF rep that is the administrator of my school's 403b & 457 plan and asked about using a self-remit option. That was also a negative reponse.( I don't completely understand the self-remit option, so a full explanation of that process would be helpful.... I do know it's a way in the RA) To my mind, the RA is as good as any intermediate bond fund but w/ full principle protection. The GSRA w/ it's lagging 75 basis spread makes it little better than a money fund. The bond fund option at TIAA-CREF has become less of an option because of increased expense ratios and underperformance relative to Lehman index returns.Given the above, do any of you have any ideas how I could get into the RA plan? That would be certainly be a big help. Thank you-Jakob
