I agree with the suggestions above, and I hold some Dodge & Cox International Stock (DODFX), although it is evolving into more of a global fund, and into more of a blend than a value fund. Another alternative that wasn't mentioned is Vanguard International Value (VTRIX). This is a pure international large-cap value play, with a low expense ratio of only 0.46%.
