1. Lazard International Small Cap (LZSMX)
2. SPDR S&P International Small Cap (GWX)
I went with T.Rowe Price International Discovery (PRIDX). It is a traditional open-end fund, has a growth (not value like I prefer) tilt, and is actively managed (not index like I prefer). ER is 1.24%, which is high, but still lower than most of the alternatives. I mostly index, but this fund is impressive so far, and has weathered the ups and downs well.
