Storaging ice or snow

I read that in north of Japan they storage big amount of ice in end of March, they use tractors to move the ice into big deposits. In the summer, they use the snow to reduce the cost of refrigeration, they have machines that use the couldness. Then I think that a person could do something like this. Why not to storage ice or snow in a ice box in the end of the winter and open it in the house in the summer to reduce the home temperature. A very good ice box is needed, I think. I cannot apply this idea, there's no snow or ice in my region.
