Any comments on why this fund has been lagging this year?

Small-cap value international stocks are one of the most vulnerable asset classes in an economic slowdown when credit is tight and banks are increasingly unwilling or unable to lend money, especially in Europe where the fund's manager allocated 62.4% of his portfolio. Japan (10.8%) has its own economic woes and Japanese small-cap stocks have been struggling for some time. Also, the manager seems to have missed the boat on Asia-ex Japan stocks (14%).

I understand the fund is reopening and I am planning to buy in. I believe down is a good time to buy.

No energy or materials stocks.   Little/no emerging markets exposure.  This doesn't help, either:

Hasen't being awarded one of Morningstars "Fund Manager of the Year" been the kiss of death?   If I remember right the following year for most of these managers has been a disaster.

If there's any manager at Oakmark that deserves recognition its Clyde Mcgregor (OAKBX  & OAKGX).   Not those self promoting hacks David Herro and William Nygren.
